The Anambra State Government, through its Ministry of Information in partnership with the Global Security Network, has launched a major civic engagement initiative titled “Anambra State Civic Pulse” aimed at deepening security awareness and civic responsibility among the youth.
The event, held on October 24, 2025, at the Nnamdi Azikiwe University Auditorium, Awka, brought together hundreds of young people, security experts, civic advocates, and officials from various security agencies, who discussed new approaches to combating crime through civic education and public participation.
Speaking at the event, the Commissioner for Information, Dr. Law Mefor, described the programme as part of the Soludo administration’s broader vision to build a safer, more responsible Anambra through citizen involvement. He said that silence and indifference toward crime in communities often embolden criminal elements, and emphasized that civic responsibility begins with active public engagement.
“Security is not only the job of government and security agencies. It is a shared responsibility. When people speak up, when communities get involved, peace becomes possible,” Dr. Mefor said.
The Civic Pulse programme is anchored on the Anambra Homeland Security Law 2025, which came into effect on January 18, 2025, under the leadership of Governor Chukwuma Charles Soludo. The law establishes a unified security governance framework that harmonizes state, community, and federal security efforts.
Participants at the event were also introduced to the Command and Control Centre, a new platform that allows citizens to anonymously report suspicious activity. The system is expected to enhance community-based intelligence and early response to threats. One of the facilitators, Dr. Maduka Atueyi, said preventive education remains the most effective tool against youth involvement in crime, drug abuse, and cultism. He commended the Ministry’s efforts in engaging the youth and building their capacity for responsible citizenship.
Also speaking, facilitator and strategist Mr. Henry Ogwudu noted that the Civic Pulse initiative was designed to redirect the energy of young people toward positive pursuits such as innovation, entrepreneurship, and leadership.
Security agencies represented at the event also delivered goodwill messages and pledged continued support for community-led security efforts.
The Ministry of Information has announced plans to take the Civic Pulse programme across all 21 local government areas of the state through town hall meetings, school outreach, and media campaigns.
