The Anambra State Commissioner for Transport, Hon. Edward Obiefuna Ibuzo, has charged personnel of the Anambra State Road Traffic Management Agency (ARTMA) to prioritise road safety, discipline and voluntary compliance in the discharge of their duties. Ibuzo gave the charge on Sept. 19, during a visit to ARTMA personnel at their parade ground in Aguata Local Government Headquarters.
The commissioner stressed that ARTMA is primarily a traffic management and road safety agency and should not be perceived as a revenue-generating outfit.
He urged the personnel to place greater emphasis on educating motorists and other road users on traffic regulations while encouraging voluntary compliance with the law. According to him, enforcement should be firm, professional and responsible, with continuous public enlightenment serving as a key component of the agency’s operations.

Ibuzo also advised ARTMA officials to exercise patience with road users who make genuine mistakes while learning, noting that discipline and professionalism should guide their enforcement activities.
He said the agency’s success should be assessed by safer roads, improved traffic discipline, reduced traffic violations and greater compliance, rather than by the amount of revenue generated.
The commissioner therefore urged the personnel to combine enforcement with sustained sensitisation, stressing that the ultimate objective should be to make compliance a habit among road users rather than to instil fear.
In a vote of thanks, the Managing Director of ARTMA, Engr. Emeka Okonkwo, commended the Commissioner for his advice and urged the personnel to put the guidance into practice.
