The Anambra State Commissioner for Budget and Economic Planning, Mr. Chukwukadibia Okoye, has officially inaugurated the 2027 State Budget Committee, setting a clear tone for a bold, transparent and people-focused budget that will drive Governor Chukwuma Soludo’s transformative agenda.
At the inauguration held at the Ministry of Budget and Economic Planning, Jerome Udoji Secretariat, Awka, on July 22, Mr. Okoye underscored the critical role of the committee, describing the budget as the heartbeat of governance and a powerful tool for delivering real impact to Ndi Anambra.
With a firm and inspiring charge, the commissioner emphasized that the success of the 2027 budget hinges on discipline, integrity and a transparent process, urging members to rise to the responsibility of shaping a document that truly reflects the needs and aspirations of the people.
Demonstrating his commitment to collaboration and accountability, he explained his decision to convene a physical inauguration, noting that face-to-face engagement would strengthen teamwork, deepen commitment and ensure shared ownership of the task ahead.
The commissioner reminded members that their selection was deliberate and merit-based, calling on them to approach their duties with professionalism, courage and a strong sense of public service. He stressed the importance of evidence-based project selection, urging them to prioritize the collective interest of the state over narrow sectoral demands.
Driving home key priorities, Mr. Okoye highlighted the need for early budget preparation, realistic projections, accurate costing and stronger synergy among Ministries, Departments and Agencies (MDAs). He warned against inflated proposals, duplication of projects and last-minute additions, while encouraging a sharper focus on completing ongoing projects, boosting internally generated revenue, attracting donor support and ensuring prudent use of limited resources.
The commissioner also pointed out that pressing challenges such as erosion control require strategic prioritisation due to funding constraints, reinforcing the need for smart, impactful budgeting decisions.
Reaffirming his leadership and support, the commissioner assured the committee of the ministry’s full backing and commended the Permanent Secretary, Mrs. Chinyere Nwabachili, alongside directors, budget officers, planning teams, administrative and accounts staff, partner agencies and MDAs for their dedication before formally inaugurating the committee.
Earlier, Mrs. Nwabachili, welcomed participants and encouraged active engagement, innovation and collaboration. She presented the 2027 budget calendar, outlining key stages including community submissions, budget briefings, bilateral sessions, stakeholder consultations, harmonisation, Executive Council review, legislative presentation and final approval.
Also speaking, the Head of Budget, Dr Christy Akabuo, described bilateral sessions as vital for aligning spending with development priorities and fiscal sustainability. She highlighted lessons from past cycles, noting that unrealistic projections and weak prioritisation remain key challenges to be addressed.
In his remarks, the Chairman of the Anambra Civil Society Network (ACSONet), Prince Chris Azor, reaffirmed civil society’s commitment to supporting a transparent, inclusive and people-driven budgeting process.
